Abstract

The PRU initiated a study to investigate the difference in cost-effectiveness and productivity between US and European en-route centres and determine if this difference could be attributed to distinctions in complexity. This report supports the PRU study by describing and comparing US and European air traffic control centres in relation to their traffic complexity characteristics. The study used a quantitative method to derive and analyse complexity indicators for each centre and performed a classification of sectors based on their typology and complexity characteristics. Based on the traffic samples and complexity indicators tested, we found no significant differences in complexity between US and European centres that would explain the productivity discrepancy.
