The Safety Investigation Toolkit for Analysis and Reporting (SITAR) software being used in support of Terminal Area analysis for the FAA System Safety Management Transformation activity was delivered to FAA at the end of 2012. Developed during 2012, SITAR is a comprehensive simulation model used for the evaluation and diagnosis of the level of safety in operations for both en-route and TMA airspaces.
SITAR threat detection logic is based on a powerful 4D loss of separation algorithm developed and validated by NASA. The tool includes an emulation of TCAS logic as described in the TCAS MOPS that can be used to identify when and where alerts would have been triggered. SITAR also combines threat logic using a 4D mathematical framework to detect conflicts with the TCAS emulation algorithm to help eliminate false alerts that are inherent to TCAS equipment.
